I tried to give Rainmeter a chance. It is the best skinning tool I've found yet.
Unfortunately, like the many tools I've found before it; it just doesn't support dual-monitors the way I need it to (or, at all). I had it all set up and pretty. Installed some edits so that I could have up to 26 apps in the launchpad; had my entire second monitor full of various clocks, calendars, and other meters to keep a handle on things; and was even about to start getting new desktop icons. Then, I thought "let's try to load up a game, since that refreshes both monitors, etc.".
All but 1 meter on the secondary monitor bumped to the top left of the primary... This was after doing every trick I could fine on the issue.
On the bright side, I found out Windows 7 has a "god mode", so that's pretty awesome.
